I’d like to suggest a left turn light during peak afternoon hours at eastbound Davie where it crosses McDowell. A lot of cars leave the Wake County parking deck onto Davie and try to turn left onto McDowell and it creates a traffic problem every work day.

This response is per your request for the City to consider the addition of left turn traffic signals to the intersection of Davie Street onto McDowell Street. Traffic congestion in the downtown area can be very heavy, especially at peak hour times, as is evident per the most recent traffic volume counts. The time frame of late afternoon which you were referencing in your request is one of the heaviest traffic volume times of the day for McDowell Street with approximately 4700 vehicles during the peak hour for a road with only 3 lanes. I am not sure exactly how adding the left turn phase at this intersection would help traffic getting out of the parking deck unless the outside lane closest to the parking deck were an exclusive left turn lane prohibiting any through traffic. On the positive side, that scenario might generate enough gaps in traffic to allow the deck motorists the ability to exit quicker, however, the flip side of that would be increasing the overall delay of almost 4700 motorists traveling northbound when reducing the capacity from 3 through lanes to only 2 as well as decrease the efficiency of the intersections and the corridor. A reduction in lane capacity handling those traffic volumes given the current lane configurations isn’t feasible for this condition.
As for the parking issue: Parking looked in to this issue some time ago to see what solutions there were to resolve the safety concerns when exiting the parking deck. In March 2018 a work order was completed by the sign shop and the paint crew that removed space 203 (the space immediately to the west of the parking deck exit) in order to resolve the line of sight concern. However, since that time citizens have continued to illegally park in this area. The enforcement staff have issued citations, but this continues to be an issue. We will request staff to step up enforcement to deter this practice from continuing.
