There is not a need for a green turn arrow any time other than rush hour, so eliminate that for most of the day. You also have east bound traffic often heading directly into either a red light at the hospital entrance or a car blocking the road waiting for a left into CVS. Put a no left turn sign for CVS or make them enter and exit from Manning Blvd only. Align and lengthen the red lights along New Scotland to stop pushing cars through a green into a red. Then lastly, fire whoever was incompetent enough to set it up as it currently is. Even if they realize it was a mistake they so profoundly misunderstand the problems that they are useless.

I'm writing this after a trip from West Erie and New Scotland to Stewart's at New Scotland and Whitehall that took 14 minutes due to the gridlock created by this situation in a Saturday afternoon.
