Description

The "Don't walk" signal for Cedar traffic displays when "walk" signal for 3rd St traffic is activated. Before 2013, when there was a ramp from SE Washington Ave, this made sense. However, right now, there is *no* conflicting vehicular traffic when Cedar has a red light. It seems like the upraised hand should only display when the protected left turn cycle is activated.
