Water level too shallow and islands formed in Lake, without Dredging crabtree will be more apt to flood along with the busy park walking area. Has needed dredging for over several years now.

I'm not an engineer, but I don't see how increasing the water depth of the lake will help capture runoff and prevent flooding. It's the extra capacity that captures excess runnoff - the amount of water the basin can absorb during a rain event. This is determined by difference between the current water level and the maximum potential water level.
I'm not aware of the city ever dredging its flood control lakes - and we have a bunch of them.
