this has been an issue for years. The garbage truck will park along Spring street in violation of city codes regarding trash pick up times.

Yes you are right the back side of the problem area is Spring Street (where they pickup) and the front side is State Street I mistyped in my original post. Thank you for the supporting comment. I've lived in the area for a year now it's always been an issue and in clear violation of city code but the past two months has been increasingly worse and earlier and earlier. Thank you in advanced for the help.

Is anything going to be done about this??? They have come twice at 2:30 am in the past 7 days this is clearly against city code

Yes. This is still occurring. On Monday at 2:30 again. Today, Wednesday 94 spring street recycling was picked up at approximately 4:40am. I am considering not renewing my lease and moving out of downtown Albany. This has gotten out of control.

It is currently 2:07am. County Waste just picked up on spring street and is continuing throughout the neighborhood loudly. Nothing is changing except getting worse. Thank you.

This is also occurring along Madison Ave. 668-672 address. This issue was fixed for several months by directly confronting the driver/workers of the county waste truck. Now it is an issue again. This violates the City Code and is injurious to the peace of residents. It is ridiculous that a private company is able to do whatever it wants without enforcement from the city.

Again this week, Wednesday - 4:53 am County Waste Picked up at 94 Spring Street and Friday at 3:13 am. I am sure they did so on Monday as well, but I was out of town on business.

The last time I checked picking up the garbage during hours there is less traffic to save payroll dollars isn't necessary for the reasonable protection or preservation of life or property...
According to Albany, NY Noise Ordinance:

§ 255-24 General restrictions.
It shall be unlawful for any person to make, continue or cause or permit to be made or continued
any unreasonable, unnecessary or unusual noise, between the hours of 6:00 a.m. and 8:00 p.m.,
which either annoys, disturbs, injures or endangers the comfort, repose, health, peace or safety of
a reasonable person of normal sensitivities or to make, continue or cause to be made or
continued, between the hours of 8:00 p.m. and 6:00 a.m., whether in the operation of any
machine or the exercise of any trade or calling or in the use of or operation of any radio,
receiving set, musical instrument, phonograph, television set or other machine or device for the
production or reproduction of sound or otherwise, any noise which either annoys, injures or
endangers the comfort, repose, health or safety of a reasonable person of normal sensitivities,
unless the making and continuing of the same shall be necessary for the reasonable protection or
preservation of life or property or for the health, safety or life of some person or made in
connection with governmental functions or activities conducted in furtherance of the public
health, safety, welfare or convenience.

2:12am this morning why isn't anything being done?!

This is still going on. Count's Waste (845)355-4500 does this.

This is happening all over the city. 3:10 this morning backing into the parking lot at 695 park ave. I had called and complained directly to county waste a while back about it, but they don't seem to care about any kind of PR with potential future clients and neighbors.

5:30am today this happened. Still occurring.

It's happening in the 450-500 block of Madison as well. I have never heard a garbage truck as loud as County Waste, but the city of Albany's pick up is also loud and at an unreasonable hour. There are areas that are dealing with this 3-5 times per week between city and private waste management.
