I called RWA about this. They said it was because fire hydrants were used in the area and it disturbed rust in the water main. They said it was safe to drink and it should clear up on its own. Mine looks much better today.

The water pipes expand and contract with extreme cold and extreme heat.. and that can also affect the collected sediment and sludge.
