Metal ring on top of trash can is missing. The missing ring allows for people to put bulk trash items and boxes in the can. The trash is constantly overflowing as a result. I reported the issue before and the ring was replaced, but the ring was not secured to the can with a cable is it is supposed to be to prevent its theft in the future.

This situation with the broken lid round on the sidewalk can has been formally reported to Richmond Solid Waste Management (Request #20020859820) so that proper inspection and handling can take place accordingly.
