Every morning at 3:30 a.m. someone on a scooter cruises down our street, which is a dead end blocked by a guard rail with an opening for pedestrians and he goes through that opening to W. Main St. This a.m. he returned at 5:30 a.m. , which has become routine and this has been going on for several months. This should be stopped.
