I have referred this to our Parking Division staff. When they have had a chance to respond I will update this issue.

City Council wanted this paved 2 years ago...what happened to that? Campbell should be paving it...or their lease amt should be raised. Any idea when the lot will be resurfaced, like Council requested?

The City Council approved allowing this lot to remain in its current condition until the plan approval sunsets 4 years from the date of approval, at which time the plan would either have to be re-approved or the the property developed for a different use.
