Hopefully this helps you more. The Partners Cafe is in a BD-1 zone (per the zoning code), which means that it is in a business district. We have a noise ordinance in the City of New Haven in our codes of ordinance (Sec. 18-71. - This article shall be known as the "Noise Control Ordinances."). Here's the code of interest --
No person in a commercial zone shall emit noise beyond the boundary of his/her premises that exceeds the levels stated herein, and applies to adjacent residential, commercial or industrial zones:
Emitter's zone: Commercial
Receptor's zone: Maximum level:
Industrial .....62 dBA
Commercial .....62 dBA
Residential/Day .....55 dBA
Residential/Night .....45 dBA
The department responsible for enforcing stationary noise (noise from a bar) is the Department of Health:

I'm sure that if the decibel levels coming from the bar were monitored on Fri through Sun
between 9:30/pm - 1:30/am, they would find levels in access of the Commercial .....62 dBA, and
Residential/Night .....45 dBA

Partners continues to emit noise that can be heard beyond the boundary of their premises between 9:30/pm-1:30/am.
This noise is in the form of extremely load low bass booms that can even be felt in the sounding area.
Is there not a 10/pm cut off rule in place?
