Poor training. Welcome to Toni Harp's New Haven

I'd rather be proactive than merely whining. Would a letter to the mayor and/or police chief clarify that the police officers were acting appropriately by essentially ignoring the event?

They were acting, as the chief would say "consistently with their training", so the letter could well ask for better training. I agree about being proactive rather than merely whining. The police department is well known to be not the finest, although there are a few individuals on the force that are exceptionally good,, the union representative Cavaliere has successfully defended conduct flagrantly inappropriate. We can keep trying to address these issues. The public relations officer is Officer Hartman, but, again,, he pretty much helps close ranks in favor of the lax performance of the boys in blue.
