I would never use that water fountain, myself or recommend anyone else use it. People walking small dogs often pickup their dog and let it hover over the fountain while the dog licks everything in sight to get water ! YMMV (Possibly, use a lightweight expandable pocket size cup (inexpensive online) at the sink in the restroom (if they clean them).

I think a second water hole should be added close to the existing one at doggy height , so people won't be tempted to water their pets at a fountain meant for people OR is this a dual use fountain ?

At the least increase the pressure (water height a bit) AND add signage indicating the purpose of the existing water fountain ;)
