Gotta admit, sometimes when you have snow, rain, temps over 32 and then a deep freeze within a 24-hour span, there will be ice. Best advice: walk slow and wait for warmth.
I agree that ice will happen when you allow snow to remain on the sidewalk, melt, and refreeze, but there are plenty of other stretches of sidewalk where property owners have removed the snow (down to the bare pavement) and put down salt. Within sections of the park, they plowed down to bare blacktop, why not fully clear the sidewalk outside the park?
