Description
Side lot of 1233 Oak Street has trees growing over property lines of two neighbors. Branches extend 10 feet plus over fence and are all around electric and phone lines. Called PECO: they said it was the property owner's responsibility. This neighbor has been asked for many years to keep their yard contained, always ends up in a threatening argument.

Good double meaning considering we just lost power in the last 24 hours. Drove down the alley today and there are a lot of branches contacting wires. Referenced the City Codes online: couldn't find anything to help. If the neighbors threats are criminal you could call Police, but I'd have it on video/audio first.

Is this why there were police there in the middle of the night?

Coatesville and PECO - do you care? What about the neglectful owner of 1233 Oak. They must know/are related to somebody in city government.

The CIty is currently working on a Tree Ordinance

I'd like to see this situation set precedent for enforcement once Tree Ordinance is in place! Don't want the Codes Department to be "all bark and no bite".

Six months later and the trees continue to grow and spread! Maybe we need to have a bake sale to raise money to resolve this...or the owners could just TAKE CARE OF THEIR PROPERTY.

Trees branches extending between properties is not enforceable under the Tree ordiance. Inpection of location did reveal several tree branches possibly obstructing alley cartway at other sites.

Where can a citizen read this Tree Ordinance?

Coatesvillian check out www.coatesville.org.
Under "Government" click on council then "minutes." The tree ordinance is on the minutes for March 26, 2012.
Hope this helps.

The Ordinance in full is on the City website http://www.coatesville.org/government/city-council/ordinances under the 2012 tab there is Ordinance number 1379-2012 Tree Regulations.

Since the City ordinance is ineffective between two private properties, can we hold a yard sale or bake sale or some other fundraiser to help? It seems the deadlock could be resolved with some trimming! Is there a tree trim company who want some good press to do work at a reduced rate? Can we build community here?
Marie
Luv1another there are codes on yard sales and bake sales too! You get two yards sales a year so that would be one. You have to put in a permit at the codes office. :-D

Here we are in mid-2013 and the issue remains unchanged! Considering our most recent outbreak of severe weather, and the start of hurricane season it would seem safe and reasonable to have this trimming done. Negligent property owners, ineffective ordinances from local government and disengaged utility companies: a combination that poses increased risk of accident and safety issues to tax and bill-paying citizens!
