Thank You Ulmus.americana for reporting it here . Not everyone has a police scanner to listen in on calls , that's if the 911 call ever goes through , The PD might inform the caller that if no one got hit and no cars were smashed into then "It's not an emergency".

The phone should have been used. I repeat the city does not monitor this site every minute of the day
You do not need a police scanner to phone either the police or 911.

(Thinking of other incidents) perhaps it would be good if those supervising the Yale shuttle drivers reviewed the rules of the road and driving safety--especially as earlier darkness is coming up soon.
