Description

Man with shopping cart full of bottles was going onto private property and looking on porches and through yards. I have no problem with people taking cans and bottles from bins out at the road, but this man was on private property. I called the police non-emergency number and it was busy twice. I then called the Westville substation and got a recorded message.
