This issue has not been address. The fatal disease (to puppies) PARVO is transmitted by fecal matter of infected dogs & can remain in ground if left untreated. This was not a stray, this was a stranger's dog, on a leash. I don't even allow my own pet to poop in the front yard why would I allow a stranger? Grab, Bag and GO. The sidewalk is on the other side of the road from our yard. Dog park is down the street.
