I've referred this to our Parks right-of-way maintenance staff. I will update this issue when I have heard back from them. Thanks for reporting.
Based on this picture, it is a homeowner issue. It would be much faster to leave them a note instead of the City sending a notice telling them to cut it. The homeowner's association/property management company can also be very helpful. A basic rule of thumb....if the tree lies between the sidewalk and street, it is a "City of Raleigh tree" in the right of way and the City must trim it. Otherwise, it is a property owner responsibility.
