Thanks for reporting this, but the City of Emeryville does not often follow or respond to issues on SeeClickFix. As such I recommend that you submit this issue on their website as well, here: http://www.ci.emeryville.ca.us/forms.aspx?FID=79
Also, the "star" intersection of Adeline/San Pablo/W MacArthur is about to undergo a Safe Routes to Transit-funded reconfiguration to make it safer and more accessible to bicyclists and pedestrians. I believe that the traffic lights will be upgraded as part of the process, but at the least the city should make sure they are working for bicyclists per your request.
