Description

According to code, retaining walls over 4ft in height require permit and proper inspection. Neither has been done, to the neighborhood's knowledge, for the pictured wall recently constructed at 17 Quincy Terrace. This is the view from Richard St. In addition, the mess associated with this property owner's activities, not to mention their back yard, has become a nuisance.
